I already have tenure thank the baby Jesus in his golden diapers, but it's promotion/post-tenure/merit raise connected. We have to meet expectations in teaching/scholarship/service each year, and the annual eval is how we prove we've done it. It's also used when we're up for promotion or to justify merit raises or as part of the post-tenure review process.
